Submit a planning application

How to submit a planning application, including required documents, plans and fees.

The easiest way to submit your planning application is to use the national Planning Portal. You will need to log in or register for a new account.

For help with your submission and with using the Planning Portal, contact the Planning Portal help centre. They can support you with:

  • completing your online application
  • problems filling out an application
  • questions on how to use the website

Planning application validation checklist

All planning applications must meet both national and local validation requirements. These vary depending on the type of proposed development. 

The checklist comes in five parts:

  • part 1 – national requirements (page 1)
  • part 2 – local requirements (page 6)
  • part 3 – statements and reports (page 9)
  • part 4 – application types (page 49)
  • part 5 – development types (page 68)
  • appendix A (page 71)

In the majority of instances reviewing either application types (part 4) or development types (part 5) will be the most helpful.

Fees

Most applications need a planning fee. 

Planning fees in England are set nationally by the government and are detailed in the Town and Country Planning (Fees for Applications, Deemed Applications, Requests and Site visits) (England) Regulations 2012, as amended.

Calculating your fee

Your fee will be calculated as part of the application process on the Planning Portal. You will be asked to pay when you submit your application.

When we receive your application, we’ll check the fee is correct.

Pay using our online payment system

If you submit your application using Planning Portal, you must also use Planning Portal to pay.

You can only pay using our online payment service if you have submitted your application directly to us.

Community Infrastructure Levy

Community Infrastructure Levy (CIL) may need to be paid if planning permission is granted for your proposal.
