Developer Contributions and Planning Obligations – supplementary planning documents

The Developer Contributions and Planning Obligations SPD was adopted in December 2013. 

It sets out our approach to securing financial and/or physical obligations towards local infrastructure that is required to mitigate the impact of development.

We no longer provide a template for Unilateral Undertakings. Contact us as soon as possible if this approach is being proposed.

Draft Developer Contributions and Planning Obligations SPD

We have prepared a draft developer contributions and planning obligations SPD for public consultation. 

The consultation is open until 25 May 2026.

The draft SPD sets out proposals for how we approach developer contributions and planning obligations. 

It shows how the SPD complies with national and local policy and deals with procedural matters relating to the preparation and monitoring of S106 Agreements. In addition, it sets out:

  • the types of obligation that we may seek to secure from development and how it identifies the relevant policy basis
  • types of development to which the obligation will apply
  • thresholds over which the obligation will be sought
  • the basis on which the level of obligation will be calculated, where possible

The draft SPD is accompanied by a Strategic Environmental Assessment and Integrated Impact Assessment Screening Report.

The draft SPD and supporting material is also available for inspection at Castle House Monday to Friday from 9am to 5pm and all libraries in the district.

Next steps

Following the consultation, we will collate all responses and publish in a statement of consultation. We will consider any issues raised and whether any final changes to the SPD are necessary. Once this is completed, we will be seeking to adopt the SPD in June 2026.
