Developer Contributions and Planning Obligations – supplementary planning documents

In accordance with Regulation 11 and 14 of the Town and Country Planning (Local Planning) (England) Regulations 2012, notice is hereby given that Newark and Sherwood District Council adopted the Developer Contributions Supplementary Planning Document (SPD) on the 15 June 2026. This SPD was prepared as guidance for policies in the adopted Amended Newark and Sherwood Core Strategy (2019) (ACS), and with Policy DM3 of the adopted Allocations and Development Management Development Plan Document (DPD) (2013).

The purpose of this Developer Contributions Supplementary Planning Document (SPD) is to:

  • Explain the Council’s policies and procedures for securing developer contributions through obligations in S106 agreements;
  • Explain the relationship between planning obligations under S106 Agreements and the Community Infrastructure Levy in a fair and transparent way;
  • Provide guidance to developers and landowners about the types of contributions that may be sought and the basis for charges;
  • Provide clarity to developers regarding the potential cost of development; and
  • Give communities an idea of the types of developer contributions that may be sought to support growth allocated in their area.

The District Council consulted on the document seeking views from local residents, landowners, developers, town and parish councils, infrastructure providers and other interested parties from 31 March to 25 May 2026. Following consideration of representations received, the Council revised the document and submitted the final version to the Council’s Cabinet on the 8 June 2026, where it was formally approved for adoption.
