Affordable Housing – supplementary planning documents

The Affordable Housing SPD was adopted in July 2013. 

It provides more details about:

  • how the planning system will help secure the provision of affordable housing in the district
  • when affordable housing will be required on new developments (including how much and what type)

The thresholds contained within Core Policy 1 and repeated in the affordable housing SPD have now been superseded by government policy. Accordingly contributions will now be sought on proposals of 10 or more dwellings, or where the site area is 0.5ha or greater.

Draft Interim Affordable Housing SPD

We have prepared a Draft Interim Affordable Housing SPD for public consultation. 

The consultation is open until 25 May 2026.

We have prepared a draft interim affordable housing SPD for public consultation. It sets out proposals for how we will seek to secure affordable housing as part of new housing developments. It also sets out the policy context for such housing, then details of how the District Council will seek to negotiate these matters and how the issue of viability will be considered. 

The document also provides guidance on affordable housing in rural areas. We appreciate you may have commented on the 2024 consultation however following changes in national policy it has been necessary to do a new consultation on an updated SPD.

The draft SPD is accompanied by a strategic environmental assessment screening report and integrated impact assessment screening report.

The draft SPD and supporting material is also available for inspection at Castle House Monday to Friday from 9am to 5pm and all libraries in the district.

Next steps

Following the consultation, we will collate all responses and publish in a statement of consultation. We will consider any issues raised and whether any final changes to the SPD are necessary. Once this is completed, we will be seeking to adopt the SPD in June 2026.
