Examination of the Amended Allocations and Development Management DPD
The submissions made by representors in relation to the Main Modification consultation which closed on 28 October 2025 have been published and can be viewed on the Main Modifications Responses tab below. The Inspector will consider these as part of the preparation of his Inspectors Report.
We are still considering comments that were made on other parts of the plan, including Minor Modifications and Points of Clarification.
Consultation – 16 September to 28 October 2025
The Inspector invited representations on the proposed Main Modifications, taking into account any comments received in relation to the supporting documents.

The Amended Allocations & Development Management DPD was submitted to the Secretary of State for Levelling Up, Housing and Communities on 18 January 2024 for independent examination. The formal notice of submission is provided below.

There has been a change to the hearing programme.
The hearing programme has been updated to include participants for the hearing sessions.
If you have requested to participate in the hearing sessions, please carefully check the updated hearing programme to ensure that you are listed correctly for all the matters you wish to attend and the name of your participant is correct. Hearing attendees will only be permitted to speak if they are named on the hearing programme. If you are not listed correctly or have any queries, please contact the Programme Officer immediately.
There have also been further changes made to the hearing programme, there will no longer be a hearing session on Matter 4 - Affordable Housing, Matter 10 - Transport and Infrastructure and Matter 11 - Viability. Wednesday 13th November 2024 is now a reserve day and Thursday 14 November 2024 is no longer listed as a reserve day.

The Amended Allocations & Development Management Development Plan Document (DPD) was submitted to the Secretary of State for Levelling Up, Housing and Communities for independent examination.
Main Modifications Consultation
The Council is seeking representations on Modifications (including Main Modifications and Minor Modifications/Points of Clarification) to the Newark & Sherwood Amended Allocations & Development Management DPD and associated modifications to the Policies Map. Please see below documentation related to this consultation.
Consultation on the Modifications, Integrated Impact Assessment and Habitats Review of the Main Modifications and associated documents ran from Tuesday 16 September until 5pm on Tuesday 28 October 2025.
Please note this consultation is confined to the Modifications (including Main Modifications and Minor Modifications/Points of Clarification) and the other documents mentioned above only. It is not an opportunity to re-state points previously made, to raise new representations to the submitted Amended Allocations & Development Management DPD, or to seek further changes to the DPD. The modifications have been put forward without prejudice to the Inspector's final conclusions, and all representations made will be taken into account.

Main modifications responses
What is the Local Plan Examination?
The Planning Inspectorate has provided a short guide for those who might be participating in a Local Plan Examination for the first time, they have also published a more detailed procedure guide for local plan examinations which provides detailed practical advice. There is further information about the Examination Process provided by the Government.
Appointed inspector
Planning Inspector Hayden Baugh-Jones BA(Hons) DipLA MA CMLI has been appointed to undertake an independent examination into the soundness and legal compliance of Newark and Sherwood District Council’s Amended Allocations and Development Management Development Plan Document (the DPD).
The Inspector’s task will be to consider the soundness and legal compliance of the submitted DPD based on the criteria set out in paragraph 35 of the National Planning Policy Framework 2021 (the Framework) and associated regulations, namely the Planning and Compulsory Purchase Act 2004, the Localism Act 2011 and the Town and Country Planning (Local Planning) (England) Regulations 2012.
The Inspector will consider the representations made under Regulation 20 (in response to the Regulation 19 consultations undertaken) as far as they relate to soundness and legal compliance considerations. A number of informal debates will take place on the principal matters identified by the Inspector, these are termed Hearing Sessions.
At the end of the Examination the Inspector will prepare a report to the Council with precise recommendations, these recommendations may include modifications to the DPD.

The role of the Programme Officer is to independently coordinate the administration of the Examination and to liaise between the Planning Inspector, the Local Authority and other interested parties for the duration of the Examination.
