Neighbourhood plans

Neighbourhood planning gives communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area.

Communities across England can choose to produce a neighbourhood plan, under the terms of the Localism Act 2011 – legislation.gov.uk

Neighbourhood planning cannot be used to block the building of the homes and businesses considered to be necessary to meet the district’s current and future needs. It can, however, influence the type, design, location and mix of new developments.

Who can create a neighbourhood plan

Neighbourhood plans and neighbourhood development orders can only be prepared by a parish or town council in parished areas. 

In areas where there is no parish or town council, a neighbourhood forum can lead on coordinating neighbourhood planning for your area. This could be an existing community organisation or a new group, but it will need to meet certain criteria.
