Listed buildings and consent

The aim of listing a building is to give it statutory protection from changes that will affect its special character. The term 'building' can include other man-made structures and spaces.

Decisions on which buildings become listed are taken by the government. Historic England maintain these listings.

Pre-application advice for listed buildings

We offer a pre-application service for listed buildings. This allows the conservation team to provide more detailed advice and advise on whether Listed Building Consent (LBC) or a Certificate (LBCLDC) is required, along with what to submit for an LBC or Certificate. 

LBC pre-application is free where planning permission is not also required. 

The more detailed the information provided within any pre-application enquiry, the more detailed the advice can be given.

Listed building consent is required for all works of demolition, alteration or extension to a listed building that affect its character as a building of special architectural or historic interest. 

This includes internal works and possibly works to buildings and structures within its surrounding land.

Listing is not intended to prevent change. It simply means that listed building consent must be sought for works which might affect the building's special interest.

In line with our validation requirements, Listed Building Consent applications should include the below.

Always required: 

  • application Form
  • ownership certificate 
  • Heritage Impact Assessment 
  • Listed Building Design and Access Statement 
  • location plan 
  • site plan
  • scaled plans, elevations, and sections of the building, as existing relevant to the proposed alteration 
  • scaled plans, elevations, and sections of the building to show the alterations proposed (as relevant to the proposal)

Sometimes required: 

  • schedule of works
  • photographs of all elevations of the building (to convey its general character) and detailed photographs (internal and/or external) of those parts where alterations or extensions are proposed. If available, old photographs may be particularly valuable
  • in the case of Grades, I and II* and, exceptionally, some Grade II listed buildings, specific internal details at a scale of 1:10, 1:5 or 1:1 may be requested

The following additional information will be needed where the structural condition of the building requires it or where the building is to be converted to a new use: 

  • a building surveyor's or structural engineer's report and methodology statement, indicating on measured drawings of the building, as existing, any structural problems and a clear methodology for their rectification or alteration, including a proposed sequence of works and details of temporary works and propping
  • joinery details - details of, for example, doors and windows should be shown to a larger scale of 1:10, 1:5, or 1:1 as appropriate

In addition, there is the potential that works could require a Preliminary Bat Roost Assessment (PBRA), which would need to be provided by an ecologist with the required expertise.

Where the works have an impact on the external appearance of the building, you may also need planning permission. 

Carrying out works to a listed building without listed building consent when required is a criminal offence.
